Steps

Step 1: Identify Applicable Procedures

Determine which governmental procedures apply based on country, nationality, situation.

  1. Germany standard set:
    • Anmeldung (residence registration) at Buergeramt/Einwohnermeldeamt -- mandatory
    • Steueridentifikationsnummer (tax ID) -- automatic after Anmeldung
    • Steuerklasse (tax class) -- if married, otherwise auto-assigned
    • Krankenversicherung (health insurance) -- mandatory
    • Sozialversicherung (social security) -- via employer or self
    • Rundfunkbeitrag (broadcasting fee) -- mandatory per household
    • Bank account opening -- practically mandatory for daily life
  2. Austria standard set:
    • Meldezettel submission at Meldeamt -- mandatory within 3 days
    • Anmeldebescheinigung (EU citizens) or Aufenthaltstitel (non-EU) -- within 4 months
    • Steuernummer from Finanzamt -- for employment or self-employment
    • e-card via Sozialversicherung -- via employer or self

  3. Switzerland standard set:
    • Anmeldung at Einwohnerkontrolle/Kreisbuero -- mandatory within 14 days

  4. Conditional procedures:
    • Vehicle owners: re-registration at Kfz-Zulassungsstelle / Strassenverkehrsamt

    • Families: Kindergeld/Familienbeihilfe/Kinderzulage application
    • Freelancers/self-employed: Gewerbeanmeldung / trade registration
    • Non-EU nationals: Aufenthaltstitel/Niederlassungsbewilligung application
  5. Build checklist of applicable procedures with statutory deadlines

Got: Personalized checklist of all required procedures for country, city, nationality, employment combo, with deadlines.

If fail: Unusual case (e.g., self-employed non-EU national in Swiss canton with bilateral agreements)? Consult cantonal migration office or Auslaenderbehorde directly before proceeding.

Step 2: Prepare for Anmeldung / Meldeamt Registration

Complete residence registration — foundational step unlocking most subsequent procedures.

  1. Germany (Anmeldung at Buergeramt):

    • Book online at city's Buergeramt site (Berlin: service.berlin.de; Munich: muenchen.de/rathaus; others: city site)
    • No appointments? Try walk-in hours (Buergeramt ohne Termin) or smaller satellite offices
    • Documents:
      • Valid passport or national ID card (original)
      • Wohnungsgeberbestaetigung (landlord must complete and sign)
      • Completed Anmeldeformular
      • Marriage certificate if registering spouse (with certified German translation if needed)
      • Birth certificates for children (with certified German translation if needed)
    • At appointment:
      • Arrive 10 min early with all originals
      • Clerk processes registration, issues Meldebestaetigung
      • Request additional certified copies (need them for bank, insurance, etc.)
      • Ask about Steueridentifikationsnummer — mailed within 2-4 weeks
    • Deadline: within 14 days of moving in (Einzugsdatum on lease, not arrival date)
  2. Austria (Meldezettel at Meldeamt):

    • No appointment needed in most cities; walk in during office hours
    • Documents:
      • Valid passport or national ID card (original)
      • Completed Meldezettel form (help.gv.at or office)
      • Meldezettel must be signed by landlord/Unterkunftgeber
    • At office:
      • Submit form; processing usually immediate
      • Receive stamped Meldebestaetigung
    • Deadline: within 3 days of moving in (Bezug der Unterkunft)
    • EU citizens: apply for Anmeldebescheinigung within 4 months at MA 35 (Vienna) or BH (other regions)
  3. Switzerland (Anmeldung at Einwohnerkontrolle):

    • Check Gemeinde site for office hours and whether appointments needed
    • Documents:
      • Valid passport (original)
      • Rental contract or proof of housing
      • Employment contract or proof of financial means
      • Biometric passport photos (for residence permit application)
      • Marriage/birth certificates if applicable
      • Health insurance confirmation (if enrolled)
    • At office:
      • Register residence and apply for Aufenthaltsbewilligung
      • EU/EFTA citizens: typically receive B permit for employment
      • Receive confirmation and AHV number info
    • Deadline: within 14 days (varies by canton; some require registration before starting work)

Got: Residence registration done, Meldebestaetigung/Meldezettel in hand, next steps known. Tax ID process initiated (Germany: automatic; Austria/Switzerland: next step).

If fail: Common rejection reasons and fixes:

  • Missing Wohnungsgeberbestaetigung: Contact landlord immediately
  • Landlord refuses to sign: Illegal in Germany (Section 19 BMG); cite law, request compliance; last resort, inform Buergeramt
  • No appointments: Try neighboring districts, early walk-in queues, online cancellation waitlists
  • Name mismatch passport/lease: Bring extra ID or declaration explaining discrepancy

Step 3: Navigate Tax Registration

Set up tax ID and where applicable select tax class or arrange withholding.

  1. Germany (Finanzamt / Steuer-ID):

    • After Anmeldung, Steuer-ID auto-generated and mailed within 2-4 weeks
    • If not arriving: contact Bundeszentralamt fuer Steuern (BZSt) online or phone
    • Employment: provide Steuer-ID to employer for Lohnsteuer
    • Married: visit Finanzamt to select Steuerklasse combo (III/V or IV/IV)
    • Self-employed/freelancers: register at local Finanzamt via Fragebogen zur steuerlichen Erfassung (ELSTER online)
    • Timeline: employer can use emergency Pauschalbesteuerung until Steuer-ID arrives
  2. Austria (Finanzamt / Steuernummer):

    • Employees: employer handles tax registration; Steuernummer through payroll
    • Self-employed: register at responsible Finanzamt via Erklaerung zur Vergabe einer Steuernummer
    • Austrian tax number ≠ Sozialversicherungsnummer
    • FinanzOnline portal (finanzonline.bmf.gv.at) provides online access once registered
  3. Switzerland (Quellensteuer or ordentliche Besteuerung):

    • B-permit holders earning < CHF 120,000: subject to Quellensteuer (withholding at source)
    • B-permit holders earning > CHF 120,000 or C-permit holders: ordentliche Besteuerung
    • Employer withholds Quellensteuer automatically
    • May need Steuererklaerung depending on canton and income
    • Self-employed: register with cantonal Steueramt
    • Cross-border workers: special rules per bilateral tax treaties (especially France/Germany border)
  4. All countries: notify origin country tax authority of departure and new residency to avoid double taxation

Got: Tax ID obtained or initiated, employer notified, required tax office registrations done.

If fail: Tax ID delayed (Germany)? Contact Finanzamt/BZSt for expedited processing. Employers have emergency withholding (higher initial deductions, corrected later).

Step 4: Enroll in Health Insurance

Complete mandatory health insurance enrollment.

  1. Germany (Krankenversicherung):

    • Mandatory from day one of employment or residence
    • Two systems: gesetzliche Krankenversicherung (GKV, statutory) or private (PKV)
    • GKV: choose Krankenkasse (TK, AOK, Barmer, DAK); enrollment straightforward with employment contract
    • PKV: only above Versicherungspflichtgrenze (≈69,300 EUR/year in 2025) or for self-employed/civil servants
    • Documents: employment contract, passport, Meldebestaetigung, possibly EU health form (S1 or EHIC)
    • Krankenkasse issues eGK within 2-4 weeks; interim coverage immediate
    • Family members without income covered free under Familienversicherung in GKV
  2. Austria (Krankenversicherung / e-card):

    • Employees auto-insured through Sozialversicherung upon employment registration
    • Employer registers you with carrier (usually OeGK)
    • e-card by mail within 2-3 weeks
    • Self-employed: register with SVS
    • Non-employed EU citizens: must show health insurance for Anmeldebescheinigung
  3. Switzerland (obligatorische Krankenversicherung):

    • Basic insurance (Grundversicherung/OKP) mandatory for all residents
    • 3 months from registration to choose insurer; coverage retroactive to registration date
    • Compare premiums at priminfo.admin.ch
    • Choose Franchise: CHF 300 to CHF 2,500; higher = lower premium
    • Basic insurance identical across providers by law; only premiums and service differ
    • Optional: Zusatzversicherung for dental, alternative medicine, private rooms
    • Documents: residence permit confirmation, possibly medical questionnaire for supplementary only
  4. All countries: S1 form from origin (e.g., posted workers)? Present to destination insurer for cost coordination.

Got: Health insurance enrolled, interim coverage in hand, health card ordered/received.

If fail: Enrollment delayed or rejected:

  • Gap coverage: use EHIC for emergency care, or buy short-term international insurance
  • PKV rejection (Germany): GKV cannot reject; switch to GKV
  • Late enrollment (Switzerland): retroactive premiums plus Praemienzuschlag up to 50% for up to 3 years; enroll immediately regardless

Step 5: Set Up Social Security Coordination

Ensure social security contributions and entitlements coordinated between origin and destination.

  1. Determine applicable system:

    • EU Regulation 883/2004 governs coordination between EU/EEA/Switzerland
    • General rule: insured where you work (lex loci laboris)
    • Exceptions: posted workers (origin system with A1), multi-state workers, frontier workers
    • Switzerland participates via bilateral agreements
  2. Standard employment in destination:

    • Registration auto via employer payroll
    • Germany: Rentenversicherung (pension), Arbeitslosenversicherung, Pflegeversicherung, Krankenversicherung
    • Austria: Pensionsversicherung, Arbeitslosenversicherung, Krankenversicherung, Unfallversicherung
    • Switzerland: AHV/IV/EO (first pillar), BVG (second pillar), ALV (unemployment)
  3. Posted workers (continuing in origin system):

    • Get A1 portable document from origin social security BEFORE starting work
    • Present A1 to destination employer and authorities
    • A1 valid up to 24 months; extensions possible
    • Without A1, destination may require full contributions
  4. Aggregating periods (combining insurance periods from multiple countries):

    • Request statement of insurance periods from origin (form P1/E205)
    • Periods count toward pension entitlements in destination
    • Each country pays proportional share (pro-rata)
  5. Self-employed:

    • Germany: voluntary Rentenversicherung or mandatory for certain professions; private alternatives
    • Austria: mandatory SVS covers pension, health, accident
    • Switzerland: mandatory AHV; BVG voluntary for self-employed
  6. Contact points for cross-border questions:

    • Germany: Deutsche Rentenversicherung (DRV), international department
    • Austria: Dachverband der Sozialversicherungstraeger
    • Switzerland: Zentrale Ausgleichsstelle (ZAS) in Geneva
    • Origin country: competent social security institution

Got: Social security registration confirmed via employer or self, A1 obtained if applicable, prior periods documented for future aggregation.

If fail: A1 not obtained before work? Apply retroactively (possible but complicated). Multi-state work obligations unclear? Request formal determination via Article 16 of Regulation 883/2004.

Step 6: Handle Additional Registrations

Complete remaining mandatory and practical registrations for daily life.

  1. Bank account:

    • Germany: most traditional banks require Meldebestaetigung; online banks (N26, Vivid) may not
    • Austria: similar; Erste Bank, Raiffeisen require Meldezettel
    • Switzerland: PostFinance accessible; traditional banks may require residence permit
    • All: bring passport, Meldebestaetigung, employment contract, tax ID (if received)
    • Consider bank with English support if language barrier
  2. Broadcasting fee (Rundfunkbeitrag / GIS / Serafe):

    • Germany: register at rundfunkbeitrag.de; 18.36 EUR/month per household; mandatory regardless of devices
    • Austria: register with GIS (gis.at); varies by Bundesland; mandatory if broadcast-capable device
    • Switzerland: register with Serafe (serafe.ch); mandatory per household
    • Registration usually triggered auto by residence registration but verify
  3. Mobile phone / internet:

    • Prepaid SIM: available immediately at electronics stores or supermarkets; passport for activation (EU rules)
    • Contract: needs bank account and Meldebestaetigung; better rates but 12-24 month commitment
    • Internet/broadband: order early, installation can take 2-6 weeks
  4. Driving license:

    • EU licenses: valid without conversion in Germany and Austria; Switzerland requires conversion within 12 months
    • Non-EU: Germany allows 6 months use, then conversion or new exam; Austria/Switzerland similar but vary
    • Conversion: theoretical and/or practical exam may be required per origin country bilateral agreements
    • Apply at Fuehrerscheinstelle / Strassenverkehrsamt
  5. Pet registration:

    • Germany: register dogs with local Steueramt (Hundesteuer); rates vary by city; some breeds restricted
    • Austria: register dogs with Magistrat; Hundehaltung rules vary by Bundesland
    • Switzerland: register dogs with cantonal vet office; mandatory dog training course for first-time owners
  6. Church tax (Germany and parts of Switzerland):

    • Germany: registered Catholic, Protestant, or Jewish? Kirchensteuer (8-9% of income tax) auto-deducted
    • To avoid: officially leave church (Kirchenaustritt) at Amtsgericht or Standesamt (fee: 20-35 EUR depending on Bundesland)
    • Austria: church contribution collected separately by church (not tax office)
  7. Kindergeld / Familienbeihilfe / Kinderzulage:

    • Germany: apply at Familienkasse (part of Bundesagentur fuer Arbeit); 250 EUR per child per month
    • Austria: apply at Finanzamt; Familienbeihilfe varies by child's age
    • Switzerland: apply through employer; Kinderzulage varies by canton (min. CHF 200/month)

Got: All additional registrations done or initiated, confirmation documents filed, follow-up dates noted for pending items.

If fail: Most additional registrations not time-critical (except broadcasting fee — backdated charges possible). Prioritize bank account and mobile phone for daily life. Other items completable within first 1-3 months.

Checks

  • Residence registration (Anmeldung/Meldezettel) done within statutory deadline
  • Meldebestaetigung or equivalent in hand
  • Tax registration initiated (auto Germany, employer-driven Austria, canton-dependent Switzerland)
  • Health insurance enrollment confirmed with at least interim coverage
  • Social security status clarified (destination system or A1-covered origin system)
  • All mandatory household registrations (broadcasting fee) done or scheduled
  • Each completed step has dated confirmation document in dedicated relocation folder
  • Rejected or incomplete registrations have documented follow-up plan with specific next action and date

Pitfalls

  • Walking in without appointment in Germany: Many Buergeraemter appointment-only; check online and book ahead
  • Missing 3-day deadline in Austria: Meldezettel deadline tight; submit day you move in if possible
  • Choosing health insurance under time pressure: Germany, Krankenkasse choice matters (supplementary benefits vary); Switzerland, premiums vary widely for identical basic coverage; take time to compare
  • Ignoring Quellensteuer/ordentliche Besteuerung distinction in Switzerland: Wrong choice affects tax filing, may cause under/overpayment
  • Not carrying documents in first weeks: Keep originals of passport, Meldebestaetigung, employment contract, insurance confirmation; needed repeatedly
  • Assuming employer handles everything: Employers do payroll registration, social security, sometimes health insurance; residence registration, bank accounts, broadcasting fees, most other steps are your responsibility
  • Forgetting church tax opt-out in Germany: Many newcomers don't realize declaring religion during Anmeldung triggers auto Kirchensteuer (8-9% of income tax)
  • Delaying bank account opening: Without local account, salary, rent direct debit, premium payment all problematic; open within first week
  • Not saving confirmation numbers: Every interaction generates reference number (Aktenzeichen, Geschaeftszahl, Dossiernummer); record immediately for follow-up
  • Applying Swiss insurance rules in Germany or vice versa: Three DACH systems fundamentally different; do not assume transferability
